Conrad II was both Holy Roman Emperor and king of Italy. He founded the Salian dynasty, which ruled the empire for over a century. He was more interested in building up the importance of the church, and to this end appointed religious leaders to important secular positions. His rule was fortunately for him, a peaceful time, allowing him to institute his reforms.
